As such, program implementation is at various stages throughout the country. Each entity identified as meeting the designation criteria established in the NPDES Phase II MS4 Fact Sheet must submit a Notice of Intent (NOI) along with associated Best Management Practices (BMPs) after issuance of each State permit.
